Spices are dominant in this sprightly version of India's favorite drink.

In a medium saucepan, combine the fennel seed, cardamom, cloves, cinnamon stick, ginger root, peppercorns, bay leaves and water. Bring to a boil and boil 5 minutes; remove from the heat and steep 10 minutes.
Add the tea, bring to a boil, reduce heat and simmer 5 minutes. Strain the mixture, discarding the spices. Return the tea to the saucepan and stir in the honey and milk. Serve immediately.
For more flavor, allow the spices to steep longer.
