3 | cups | (6 ounces) French fried onions, divided | |

2 | cups | broccoli florets | |

1 | medium tomato, chopped | ||

1 | can | (10 3/4 ounce) cream of celery soup | |

|||
1/3 | cup | milk | |
|
|||
1 | cup | (4 ounces) shredded cheddar cheese, divided | |
|
|||
1 | teaspoon | garlic powder | |
|
|||
1/2 | teaspoon | black pepper | |
|
Preheat oven to 400 degrees F
Line bottom of 13 x 9- inch pan with tater tots. Bake for 10 minutes.
Meanwhile, brown beef and drain off fat. Spread cooked beef, 1/2 of the French fried onions, broccoli and tomato over tater tots.
Combine soup, milk, 1/2 cup cheese, garlic powder and pepper. Pour over beef mixture.
Cover with aluminum foil and bake for 20 minutes. Remove foil, top with remaining onions and cheese. Bake 2 to 3 minutes longer until cheese melts.
